UNITED NATIONS, N.Y., March 24—The Security Council adopted unanimously tonight a resolution condemning Israel’s recent reprisal raid into Jordan and deploring all violence by Arabs or Israelis in violation of the Middle East cease-fire.

The resolution warned that military reprisals “cannot be tolerated” and declared that the Council would have to consider economic sanctions and military measures as envisioned in the United Nations Charter to prevent a repetition of the Israeli operation Thursday against the guerrilla camp at Karameh in Jordan.

Yosef Tekoah of Israel told the Council that his country retained the “right and duty” to take “all necessary measures” in self-defense against Arab raids, terrorism or sabotage. He replied to passages in speeches by Algerian and Iraqi spokesmen supporting guerrilla warfare against Israel and, to some extent, to the wording of the resolution itself.

Jordan’s representative, Muhammad H. el-Farra, recalled to the Council its seven previous warnings to Israel against “aggression” and “expansionism.” The present resolution, he said, should be the final warning to Israel. He said he hoped that the Charter would be invoked to prevent any further aggression.

Ousmane Socé Diop of Senegal, this month’s President of the Council, presented the draft of the resolution to the Council when it assembled at 6:30 P.M. The Council then adopted the resolution, voting by show of hands.

The resolution represented a compromise between the bitterly anti-Israeli original draft, circulated last night by India, Pakistan and Senegal, and the demand of Arthur J. Goldberg of the United States, Lord Caradon of Britain and other Western members for a resolution that would also censure, if only by implication, Arab guerrillas.

Ambassador Goldberg, in a series of meetings with the sponsors of the original resolution and the Arab delegations, argued vehemently and, in the end, successfully for the inclusion of a clause censuring all violence in the area. As a result, the resolution included the statement that the Council “deplores all violent incidents in violation of the ceasefire.”
