TEL AVIV, Sept. 7—A vanguard of Israeli colonists today quietly moved into Yattir, south of Hebron, in the first step toward carrying out the Government's controversial decision to establish three Jewish settlements in the occupied West Bank. The decision has been criticized by the United States as creating obstacles to peace.

The first settlers at Yattir moved into rangers quarters in a 5,000-acre forest near their settlement site. According to a 20-year plan devised by Minister of Agriculture Ariel Sharon but not yet submitted to the Government for approval, Yattir is expected to be the first of a chain of villages between Beersheba and Aram.

Israel television said tonight the site for the second settlement, at Dehariya, has already been approved. The settlers at Yattir are headed by Eddie Dribbin, a one-time sheep herder from Freedom, Wyo., who will manage a 4,000-acre sheep ranch. He said the first settlers will include about 30 couples with 100 children.

The settlers belong to Gush Emunim, a militant Jewish group.
