WASHINGTON, Oct. 13 — Prime Minister Menachem Begin of Israel has reportedly expressed readiness to accept the principles for Palestinian self-rule proposed a year ago by the Carter Administration. According to members of the American delegation at the funeral of Anwar el-Sadat, Mr. Begin made the comment to at least two people on Saturday in Cairo.

In one conversation, he was said to have exclaimed that the Israelis “would make Linowitz famous” next week by announcing acceptance of proposals made by Sol M. Linowitz, President Carter’s special envoy to the Middle East. New Talks Scheduled for Tel Aviv On Oct.

21, in Tel Aviv, the Israelis are scheduled to open a new round of talks with Egypt and the United States on Palestinian self-rule in the West Bank and Gaza. According to the American sources, Mr. Begin did not explain what he meant by “the Linowitz proposals.” Mr. Linowitz, who was also in Cairo for the Sadat funeral, said today, “It is not clear what he has in mind.”

A year ago, in an effort to bridge differences between Israel and Egypt, Mr. Linowitz submitted and then revised and resubmitted what became known as a “memorandum of understanding” on the principles of an accord. At that time, he said, the Israelis were unwilling to go along with some of its provisions.

Issues in Linowitz Memorandum The Linowitz memorandum dealt with these issues: ¶The question of water rights in the West Bank. The American plan contemplated equitable sharing, to be determined by a commission to be made up of Israeli, Palestinian, Jordanian and possibly Syrian members. ¶The issue of future settlements on the West Bank.

The American plan obliges the Israelis and the Palestinians not to establish any new settlements without the consent of the other party.

The issue of the enlarging of existing Israeli settlements would be left to an ultimate summit meeting of Israel, Egypt and the United States. ¶On security, the American plan calls for Israel to retain responsibility for protecting the Palestinian area against external attack and proposes that the Israeli police and a Palestinian force cooperate on internal security.

This issue, too, would require discussion in the proposed summit meeting. ¶As to the question of whether the self-governing Palestinian authority should be limited to “administrative” questions, as Israel contends, or should be permitted a “legislative” function, as Egypt desires, the American plan

How this transcription was made

No date is legible anywhere on the cut; the folio line above the headline gives the price only. The dateline is “WASHINGTON, Oct. 13,” so a 14 October 1981 printing is consistent, and the story refers to the funeral of Anwar el-Sadat (buried 10 October 1981) as having been “on Saturday,” and to talks scheduled for “Oct. 21.” All of that agrees with Maria’s label, but the day itself is inferred from the dateline, not read off the page. — The front-page portion only. The text breaks mid-sentence at the foot of the column with the jump line “Continued on Page A13, Column 1”; the continuation is not among the supplied scans, so the last paragraph is incomplete as transcribed. The bullets are set with a paragraph mark in the original, rendered here as ¶. — Printed as two decks under the main headline, separated by rules: a small-caps line, “CARTER PROPOSAL REVIVED”, then a three-line deck, “Begin Is Said to Accept a 1980 / Memo for Ending Impasse / on Palestinian Self-Rule”.
