A12 • WORLD Strikes called to protest PLO declaration of independence JERUSALEM (AP) - Moslem fundamentalists ordered Pales- tinians in the occupied lands to begin a three-day strike today to protest the PLO's declaration of Palestinian independence.

The strike call defied orders from PLO-linked leaders of the Palestinian uprising in the occu- pied West Bank and Gaza Strip, and it signaled a growing rift in the Palestinian ranks. Israel launched a political counterattack against the Pales- tine Liberation Organization.

For- eign Minister Shimon Peres, who spearheaded the damage control effort, accused the PLO on Thurs- day of deceiving the world by claiming it moderated its posi- tions. Peres also charged that the Palestine National Council, the PLO's policy-making body, sabo- taged the peace process by de- claring a Palestinian state at its four-day session in Algiers that ended Tuesday
