CAIRO, Dec. 28 — Israel and the Palestine Liberation Organization struggled today to resolve their conflicting proposals for security arrangements in the Gaza Strip and Jericho, including an Israeli suggestion for joint patrols and a Palestinian suggestion for electronic surveillance by Israelis.

On the second day of the latest round of talks, Palestinian, Egyptian and Israeli officials said they were discussing what one called “several scenarios” to resolve the disagreements over who will control access to the areas once Israel pulls back its troops and who will guard the borders to Egypt and Jordan.

Israel was scheduled to begin withdrawing from Gaza and the West Bank town of Jericho on Dec. 13, but it delayed the action until it reached a broader agreement on security arrangements with the Palestinians. Israel’s main demand is that its forces continue to man the checkpoints on the border with Egypt and Jordan, on the grounds that the Sept.

13 agreement of recognition with the P.L.O. left Israel exclusively responsible for the external security of its borders. The P.L.O. leadership asserts, however, that if the Palestinians do not have at least some measure of control over the borders, they will be accused of selling out to the Israelis.

A Palestinian official said today that the P.L.O. had rejected an Israeli suggestion that Palestinian outposts be placed within sight of Israeli control points at the entry of the Allenby Bridge connecting Jordan and Israel, and at the Gaza crossing point on the Egyptian borders with Israel.

For its part, Israel has also rejected a Palestinian proposal to turn total control over to Palestinians, with arrangements for its guards to forward information electronically to Israeli officials stationed at a location nearby.
