JERUSALEM, April 25 — The Israeli-Palestinian confrontation shifted increasingly to the political and public relations fronts today as Palestinians besieged with Yasir Arafat announced that they had tried and convicted four assassins of an Israeli government minister.

Israel has declared the surrender of those and other wanted men as a central condition for ending the military siege of Mr. Arafat’s headquarters in Ramallah, where the trial was held with the men present.

The Palestinian Authority said a “military field court” under Ribhi Arafat, a military judge not related to the Palestinian leader, had given the four men sentences ranging from one to 18 years. A statement said Mr. Arafat had ratified the sentences.

How this transcription was made

Transcribed from a scan of the printed page. The page carries its own running head, 'THE NEW YORK TIMES INTERNATIONAL, FRIDAY, APRIL 26, 2002', with the folio A11 and the edition code L++, so the date, the page number and the newspaper are all fixed from the page itself rather than from the slide label. 26 April 2002 was a Friday, which the running head's weekday confirms. The excerpt is the article's opening three paragraphs, read from crops magnified to thirteen times page scale. The photo_caption field holds BOTH captions on the page, joined by a slash: the first belongs to the photograph of the military court, the second to the photograph of the Jenin refugee camp, and both are credited 'Photographs by Reuters'. 'MIDEAST TURMOIL: War of Words, Too, and No End of Raids' runs across the top of the page and 'RAMALLAH' sits above the headline; both are standing department flags for the day's coverage, not a deck, so the deck field is empty.
