Israel fires on UN, Red Cross trucks in Gaza

The same paper, the same day, two headlines. This one has Israel as the subject and fires on as the verb, stated flat. The other one on that page counts 257 dead children and has nobody doing it: 257 children killed in attacks upon Gaza (CP-2009-010). The thing that changes between them is who was hit. When it is the United Nations and the Red Cross, the army appears in the sentence.
