“The Israel Arabs, unhappily for themselves and the Jews, live close to Israel’s most vulnerable frontiers and they greatly outnumber the Jewish settlers in these zones.”

Jon Kimche, writing in a Milwaukee Jewish weekly, in the column Boris Smolar usually filled. Note the form: not Israeli Arabs but

Israel Arabs, a third word order that never caught on. In 1950 the name was still being tried out. What is settled already is the frame — a population described by where it sits relative to a frontier, and counted against the settlers near it.
