Israelis Ease Curbs

“The Arabs, on the other hand, claim the Israelis are discriminating against the 213,000 Arabs who remained in Israel after the 1948 fighting. Cairo, Amman and other Arab capitals repeatedly claim the Arabs in Israel are treated as ‘second-class citizens’ subject to special restrictions and deprived of equal educational and religious opportunities.
A few months ago, the Israeli government eased special restrictions on the movement of Israeli Arabs, allowing them to travel freely—during the day—to most major communities.
Previously all Arab citizens of Israel, confined to three large military government areas, were required to obtain special permits from the military governor before they could journey from their homes to any other part of the country. The military governors still retain authority to place an Israeli Arab under ‘preventive arrest’ if his activities arouse suspicion.
The governors also are empowered to order an Israeli Arab moved from one district to another. These special regulations are not applied to Jewish citizens of Israel.”

The permit regime, explained to American readers in 1959, under a subheading that reports it as an easing. Two hundred and thirteen thousand Arab citizens, three military government areas, travel permitted during the day, preventive arrest retained, forced transfer between districts retained. The last sentence is the paper’s own and it is one line long.
