“Mr. Dayan warned in a speech before an American and Canadian delegation of fund raisers for Israel that Arabs living in Israel and the occupied West Bank and Gaza Strip risked expulsion if they actively sided with the P.L.O.”

Moshe Dayan, to a room of fundraisers. The threat is addressed to citizens and to people under occupation in one breath, which is the clearest statement in this archive of how little the distinction protected anyone when it mattered.
