TEL AVIV, Jan. 26 — Israeli authorities, concerned over a recent increase in guerrilla activities, have ordered six Israeli Arab students suspected of circulating a leaflet supporting the Palestine Liberation Organization to leave Jerusalem’s Hebrew University and return to their homes.

They also announced that an Arab group in an occupied West Bank village that was responsible for 10 terrorist attacks in the Jerusalem area had been broken up. Orders issued by the Israeli Army were delivered to the students last night requiring that they remain in their homes in the evenings and report twice daily to the nearest police stations.

The Government, in order to avoid going through the court system, invoked an emergency regulation held over from the British mandate period in Palestine that permits army commanders to issue administrative orders limiting personal freedom for security reasons.

The leaflet supporting the P.L.O., which was reported to dispute indirectly Israel’s right to exist, was issued in the name of the Progressive Nationalist Movement, an Arab student organization of which the six students are members.

Education Minister Zevulun Hammer, denouncing the leaflet in Parliament this week, said, “A citizen who does not recognize the state or one who supports a violent struggle against it cannot enjoy its good services.”

How this transcription was made

Transcribed from a scan of the printed page. The page carries no masthead or folio, so the date is not fixed from a printed date line; it rests on the slide label, corroborated by a dateline of 'TEL AVIV, Jan. 26' and by the orders having been delivered 'last night'. The newspaper is identified from the printed credit line 'Special to The New York Times' below the deck. The piece is unsigned and no page number is printed. The scan is a full page that also carries three unrelated articles, none transcribed. The photograph, credited to the Associated Press, shows an event not covered in the transcribed text; its caption is recorded in full. Read from crops magnified to between eleven and thirteen times page scale.
