“JERUSALEM — The previously unpublished covenant of a growing Islamic resistance movement in the occupied West Bank and Gaza Strip rules out any compromise with Israel and says the only solution to the Palestinian problem is Holy War. The 40-page document, obtained by Reuters news agency, cites the Protocols of the Elders of Zion, an anti-Semitic pamphlet used in Nazi German propaganda, to claim that Israel is plotting expansion from the Nile River in Egypt to the Euphrates in Iraq… The movement, known by the Arabic initials Hamas, has gained strength since a Palestinian uprising in the occupied territories began in December. Although its stronghold is Gaza, Hamas last month staged its first general strike in the West Bank in defiance of the largely secular underground Unified National Leadership of the Uprising, backed by the Palestine Liberation Organization… That pamphlet, a purported master plan for a Jewish world takeover regarded by Western historians as an anti-Semitic fraud, claims that Jews carry out human sacrifice and use children’s blood to bake unleavened bread for the Passover holiday… ‘The only solution to the Palestinian problem is by Jihad. All initiatives, conferences and proposals are a waste of time,’ it says. On Sunday, West Bank Jewish settlers demonstrated to demand government permission to shoot at Palestinian stone-throwers. Soldiers in the occupied territories shot and wounded three Palestinian protesters. At a Cabinet meeting, Prime Minister Yitzhak Shamir denied news reports that he had recommended expanding defense rules to allow soldiers and civilians to fire at stone-throwers in the territories, officials said. Jewish settlers have been demanding that both the army and settlers be allowed to open fire on Palestinians throwing stones. Only soldiers are allowed to shoot… Meanwhile, a staff member of the Palestinian newspaper al-Fajr said that Israeli security forces have raided its East Jerusalem offices and arrested managing editor Hatem Abdel-Qader. A police spokesman said Abdel-Qader was jailed without trial for six months on security grounds by order of Defense Minister Yitzhak Rabin.”

The last four paragraphs are about who is allowed to shoot at stone-throwers, and the last two are a Palestinian newspaper editor jailed for six months without trial.
