UNITED NATIONS, N. Y., Nov. 14—The issue of the Palestinian Arab refugees again is before the General Assembly, this time for the eleventh successive year. The outcome already is known: First, there will be a round of angry accusations from the Arab states blaming Israel for the continuing misery of the refugees.

Israel will reply insisting the only practical approach is for the refugees to remain where they are in the Arab lands and to be absorbed into the Arab world. When all is said, the Assembly will vote as it always [illegible: one full line of type] now going to the refugees through the United Nations Relief and Works Agency and to extend U. N. R. W. A.’s life.

Read from the scan at 6x to 28x by a machine looking at the image of the page, not by OCR and not by a person. The folio prints 'THE NEW YORK TIMES, SUNDAY, NOVEMBER 15,' and is then cut by the clipping edge, so the year is not on the page; 15 November 1959 was a Sunday and the text's 'eleventh successive year' before the General Assembly is consistent with 1959. The columns are about 110 px of type across, the narrowest three-column scan in its deck block, and one complete line of type defeated every magnification - it is marked [illegible] rather than supplied. Two figures in the paragraph after the excerpt, the refugee total and the children's age, could not be settled and are deliberately left out of the transcription. 'his year' for 'this year' is scan loss at the clipped left edge, not the paper's setting. The first sentence says 'the Palestinian Arab refugees'.
