A Free Palestine once more, and by 1973 the phrase has changed hands entirely. In 1915 and 1917 and 1920 the New York Times used it for a Zionist project (CP-1915-001, CP-1917-003, CP-1920-005). Here it heads a proposal to include the forgotten Arabs. The same three words, the same paper country, fifty-eight years, and the people they refer to have swapped.
The byline is Arnold Toynbee, the historian, then 84 and a year from his death, writing in a Louisville Sunday paper.
